If the subject matter is so technically complex that it actually did take two years to get the departed writer
up to speed, then it might make sense to hold out for a replacement who's already "fully qualified." OTOH,
I have seen some managers hold out for a "fully qualified" candidate for longer than it would have taken to
bring a "partially qualified" new hire up to speed, during which time projects were going unsupported,
deadlines were going unmet and the rest of the writing staff was so overworked that most of them were
going home and surfing the job banks every night looking for somewhere else to be. It's a question of
balancing immediate pain against future gain, something that some managers (including some I've worked
for) never seem to get.

It is reasonable to replace an asset with an equivilent asset, if one can be found at an acceptable price.
