I noticed the same happy lack of mothering in Canada---in Toronto, you
can tour a retired WWII battleship which is full of narrow, steep
ladders, projecting machinery, tight spaces, and other hazards. They
don't tell you you can't go into these areas, or try to make the ladders
safer. I couldn't believe they'd let you clamber around in the engine
room! Nothing was blocked off for your safety! What a refreshing turn of
events.

Last fall I went hiking in the NIagara Escarpment. Again, no warning
signs except one: it basically said, "If you fall in this swift,
turbulent river, you're gonna drown, because we don't rescue people."
