What do others think aobut this style of writing instructions?

It appears to me that narrative instruction would be harder to follow
then conventional numbered lists. (Or even bulleted lists.) In
particular, it will probably be harder for the users to find their
place again when they have performed one step onscreen and look up the
next one.

I'd try to find out why they have this house style. If there are other
writers around, they should be able to explain; if there aren't, you
might be able to change the style if you can provide good reasons.
