Another variation on this that I encountered was being told to read all
the memos, reports, etc., involved, but not being told what they were
referring to. I think the idea was to get us thinking "What big
important conclusion could possibly be contained in all this stuff,"
then spring it on us.

I've encountered it 3 or 4 times in my graduate studies, each time
from a different scholar, including a professor from the U where I
received my B.A. and the Tufte example cited earlier.
