I can't tell you much about Quark, but PageMaker can import Word docs if you take some care in setting up templates. For example, you want the style names in PageMaker to be EXACTLY the same as the style names in Word. Then you can apply whatever sophisticated typographic tweaks you want to the PageMaker styles, and when you import the Word docs, the PageMaker styles will take effect.

That said, you should really skip right over both Quark and PM and go straight to InDesign. PageMaker is legacy code that Adobe finds hard to maintain. InDesign is all modern code that will be maintained and enhanced going forward. It also has a lot of features that are unavailable in older programs.
