XMetaL is an XML authoring tool. It is used to create XML documents. It is
not a HAT (help authoring tool), although it can be cusomized easily to act
as one.

That said, we use XMetaL to author help systems (as well as books and web
pages). However, we use XMetaL to author the XML content, and we use XSLT
to generate the HTML pages, index, TOC, and help project files. After that,
if we want to create a CHM, we use the MS HTML Help compiler to compile it.
