In our office we continually have arguments about whether a "software
license" is spelt as "license" or "licence". I argue that it should be spelt
"license", as "licence" is the verb form, e.g. to grant someone a licence to
do something.

According to Webster, both the noun and the verb can be spelled "license" or "licence". "License" is listed as being the more common noun form and the considerably more common verb form. The spellings are not listed as being different for AE and BE.

The safest choice, therefore, seems to be to use "license" for both the noun and the verb.

Also, Megabyte - is it MB or Mb? Gigabyte - GB or Gb?

It is MB and GB (and KB and TB) as well as "megabyte" and "terabyte" (not "Megabyte"; units are not normally capitalized in English). The lowercase "b" is sometimes used as the abbrevation for "bit", so "1 Mb" is only an eighth of a megabyte.
