You do not want your index to begin on an odd page? If you have a new section
for the index, and you've told Word to start new sections on odd pages, that
could be what it is doing.

I used to build books in Word. It is not your fault. Word does things
unbidden. It changes the type of section break before an index for no apparent
reason.

In your present case, however, I would check the odd/even page setup that
you've chosen for the whole document and then make sure you've begun your
index on the right page.
