Head on over to the Framers list at FrameUsers.com. The same question has been
discussed there before (and just recently).

Truth is there is NO easy or straight forward way to migrate to XML. And
unfortunately, once people have become experts in one method (of many) they seem
to get a little prejudiced against other methods.

The major stumbling block for FM XML may indeed be the unicode support. OTOH,
we've been using FM+SGML for some years now and happily produce SGML from our FM
docs for use in IEM applications and round trip SGML to repositories and
document management systems.
