Anything for which you can identify consistent behavior/rules/relationships
can be automated -- whether it's worth the trouble is another matter.

As to the table you want to build, you're going to have to provide more
information:

-- For starters, what software are you working in -- Word? FM? WP? Ventura?
Notepad?

-- What do you mean by "the TOC lines (or even Tab-separated items)"?

-- When you say "manually replicated," do you mean someone types the
corresponding heading text into the table? (Sounds like a job for a
cross-reference.)
