Does anyone have any information on how to put together a proposal for
converting existing paper-based documentation to on-line help?

I have to include:

1. Timescales (are there any "standard" matrix which I can use?)
2. Training requirements
3. Salary
4. Working conditions

I have written on-line help before, but never had to put together a proposal
of why it needs to be done and why I am the person to do it!
