I don't know how much success you will have with that approach (really, I just don't know--it may work fine); but here's something that may be just as effective and is certainly easier, although it doesn't have the elegance of a carefully prepared index:
You can use Acrobat Catalog (it's on the Tools menu in Acrobat) to generate a full-text concordance index of a directory of PDFs. Acrobat Reader with Search (not the standard Acrobat Reader but also a free download) can then be employed by users to find all documents that meet their search criteria.
Features that you can enable include keywords and other document-specific properties (title, author, ...)and custom properties, word stemming, skip lists, etc.
I indexed a massive document set for a major hardware/software project this way, and users loved it.
