Well, it may be in the dictionary, but... jeez, is that an ugly, awkward
word!

It sounds like a bureaucrat's rewrite of a simple, clear gerund phrase
consisting of a word like "setting," "defining," or "measuring" and the
appropriate noun(s).

If you insist on using it, FACAGOWYL is probably good advice. Personally,
I'd rather spend time figuring out how to avoid that word than how best to
spell it. ;-)
