Tracking and Updating Documentation without PDM

Some of our products are often very similar but have sometimes different
features or configurations.

We need a database, or an application, or another idea (which could
create a tree or something similar) that lists all the documents
affecting one or several products. This should help us keep track of
what documents must be updated as a result of any change.

As the list of products is growing, it becomes increasingly difficult to

keep track of the documents that have to be edited in parallel when a
change is needed.

This results in inaccuracies and mistakes.

Could anyone help me come up with an idea to keep this under control and
organized? (Preferably something that is low maintenance,
user-friendly, and not a big investment)

We use Visual Source Safe (VSS) for data management but it does not have
all the features provided by a PDM (currently, the company does not want
to invest in a PDM). How do we work around it?

Any advice, input, ideas would be greatly appreciated.
