Word does do non-breaking spaces. Go to Insert Symbol
and click the Special Characters tab. Or just
position the cursor and do shift-ctrl-spacebar.
In Word, you can do an Autotext for the French open
quotation bracket to be followed by a non-breaking
space, and another for the close quote to be preceded
by one.
