I believe these notices are most likely for customs
use and/or because of various labor agreements.
However, simply because PDF files use the "printing"
mechanism in software for their creation does *not*
transform the electronic file to a form of "printed"
output within the usual meanings of that word.
Consider, for a moment: Let us say you have a document
file transmitted from country A to country B, where a
client prints copies on paper and then sends the
copies to country C--with a legend "Printed in country
A" on them.
This would be false and misleading, although obviously
not a "hanging offense"!
Personally, although by all means run it by your legal
department, I think it would be a mistake to include
it for software documentation being distributed
electronically in multiple countries.
Perhaps "This document created in country A" would
make more sense?
