Well, this is far from a definitive answer, but when you download a PDF tax form from the IRS, it has a "printed on recycled paper" endorsement (okay, I'm easily amused).

So I guess my advice is don't sweat it. If the paper doc you print says what country you print it in, leave that on the PDF. I don't think anyone will call you on it.
