Without testing, it should be:

<a href="file.html#anchor" target="frame_name">Hotspot</a>

Just make sure that a) file.html, b) #anchor, and c) frame_name are all
correct (and exist!), or the link won't work as expected. This also presumes
that the link is located in the current frameset...otherwise, the target
will open in a new window.
