But both work only when the PDF is stored on a web site.

The following document summarizes available ways to access a file stored locally:

All methods require plug-ins/code development, which will have to be
integrated into the distribution/installation procedures. They are platform-
dependent as well.

An alternative route which does not necessitate these methods is to split the
document set to smaller PDF chunks (eg chapters/sections), and open these
in response to pressing Help. A Mini TOC or buttons on the first page of these,
together with bookmarks or additional navigational devices will then enable
fast navigation to topic of interest.
