In my experience, that's not true. HTML Help can make c-s help the same
way as WinHelp and is no more difficult, conceptually or in practice,
than WinHelp.
It depends. Are you creating Winhelp, HTML Help, Webhelp, Oracle Help?
Each one has its own way of making context sensitive help.
The easiest is Winhelp, which uses the map numbers for each help topic
and
are stored in the .hh file.
