It depends. Are you creating Winhelp, HTML Help, Webhelp, Oracle Help?
Each one has its own way of making context sensitive help.

The easiest is Winhelp, which uses the map numbers for each help topic and
are stored in the .hh file. Give the printout of the map numbers to the
developer. Tell them "these are the map numbers for the topics for context
sensitive help. Put them in the location in the project where they belong."
Go back to your desk.

(This simple example isn't "one size fits all." Depending on the
development platform you might have to get the map numbers from the
developer and place them into your help project in RoboHelp. In this case,
the developer gives you the numbers and returns to his/her desk. It depends
on the development platform).

I suggest you check out the online help in Robohelp Classic/HTML/Whatever
and read the info on creating context sensitive help.
