I'm using Word 2000 also, and I have the Export to Compact HTML menu selection. Perhaps it is an optional feature that your sysadmin did not choose to install for you. See if you can make some noise and get it on your system.
I just checked and it does indeed export JPEGs where appropriate.
(I can't say much for the quality of the HTML, though--it doesn't run in Netscape 4.7x, for example.)
