I agree with Bruce Byfield about using option 1 and being
concise. I'd like to add that a style goal of mine is to
keep steps as short as possible, and eliminate (or control)
material between the steps.

It's less daunting to me as a reader to see a short, concise
list of simple steps with supporting material close, but not
intertwined with the steps.
