Have you discussed the problem with the developers themselves?

I'm sure that my own experience colors my response, but I suspect the problem is that the developers resent what they see as extra work. If so,then being told about mistakes by the manager may only increase the resentment, and make them less likely to change their ways.

Try approaching the developings in as non-confrontational a way as possible. Explain the problems that their careless causes you - preferably in a way that they can understand. Then ask them what causes the problem and how it can be overcome.

This approach takes a lot of patience, but it's more likely to make the developers buy in to the fact that there's a problem that needs solving.

(Yes,I know, this isn't exactly a new insight. But,sometimes when you're steamed, it helps to hear what you've already considered from someone else)
