when we create a manual /guide, it's usually technwriter who decides the
flow of topics and arragnment of the same depending on the Audience
prospective,.

If, the developer/ PM wants to do that?
what's your opinion on it?
Moreover, the work is messed up so much that, it is more of rework than
work!!!
