Either I don't understand your issue, or I haven't stated my point clearly. There is no reason whatsoever that you must necessarily deliver a structured document if you're working in structured mode.
I guess your experience has been different from mine. Apparently you haven't received a request for delivery of a structured document; I have.
Imagine this scenario: the client wants a single-source document, but, after the delivery, you aren't necessarily going to be the person who outputs the document into different forms or revises it.In this case, delivering a structured document makes sense.
