Given the breadth of data you're going to have to deal with and the fact
that your company's vendor is being somewhat odd about its output demands,
I'd say your problem is more political than technical. Emphasize to the
higher ups that this is going to cost them money, and if not money, your
time -- which is also money.
Push management to push the vendor. If the vendor demands output in PDF,
tell them that you demand a particular format that would be more database
friendly. If they continue to block your efforts, discuss future contracts
that they won't get as a result.
You're not talking a few PDF pages, a few hours, and a few little macros.
You're talking programmer time at $100 an hour or possibly investing in some
expensive tools that will require time to figure out.
In today's climate, I'd push the vendors for all its worth. If they're
smart, they'll give in and at least release the files in a more database
friendly format.
