Way outside chance...

There is an application called Monarch. This is the web site:

I used it many years ago, so I don't know what form it is now or whether it
will help...

However, what it was used for was extracting data from content that you
viewed on the screen and exporting it into a form that could be imported
into a database. You would display a page of the document used for imput and
draw fields on a template overlay. I don't know if it would help, I don't
know if it works with PDfs, and I don't know the cost...though I think it is
expensive. However, not knowing the magnitude of your project, expensive may
be a relative thing.
