I contract at agency XYZ that had NO emergency procedures
on September 11, 2001. They were (and are) located two blocks
from the White House. Instructions from the parent organization
in another part of the city, didn't come down until after 11 am.
At about 9:45, two division managers informed their staff that
they, the managers, were going home, but that employees had to
stay or take annual leave if they left!
