Requirement: must be useful to the end-user. ;) Anything else is a
matter of preferece. :)

::: drilling around in on-line documentation?

Breadcrumbs. Smart browse sequences. Related topics. Usable TOC/IX. Just
a few thoughts that come to mind. ;)

::: still allow the user to quickly find procedural
::: instructions that don't assume they've read the whole book?

Intelligently. *LOL* It really depends on the nature of the information
you're publishing and the audience.
