Your problem might be caused by the fact that Word keeps a hidden section
break setup option elsewhere in addition to the Insert --> Break menu
option. Go to File --> Page Setup and click the Layout Tab, then check that
the Section Start edit box says "New Page" rather than something else. This
should go some ways to solving your problem - if you're lucky, it'll
convert all the existing section breaks to Next Page; if you're not, it
should at least preserve the one's you've already entered. Give it a go and
see if it helps.
