With RoboHelp, I could probably do it in a week--there are a lot of
variables, including how the DOC is structured, or not. Before RoboHelp,
I'd look at ComponentOne's Doc-to-Help. And, Quadralay is coming out
with WordHelp, www.webworks.com, a tool that should make such workflows
even easier for Word users.
