I searched in vain for an authority on this. However, I believe we can
trust Her Majesty to speak The Queen's English. In the following link, she
refers to her country as 'the United Kingdom'.

It is my observation that when the form of government is referenced, an
article is used. For example, you could say 'California' or 'the State of
California'. Some examples include: 'the United Arab Emirates,' 'the
People's Republic of China,' and 'the Dominican Republic.'

Of course, we still have to figure out 'the Netherlands', 'the Virgin
Islands' and 'the Congo.'
