Thanks to everyone for your help with this issue.

I am happy to report that there is a positive resolution to this item.
After some debate and discussion, the team has decided to agree with me
(yay) and not attempt to implement their original unique idea. {I'm
dancing around the office, which makes it difficult to type}.

We will now have the complete help set available at all times, with the
context sensitive topics opened when called. This help set may or may
not be a compilation of multiple help sets, depending on the writers'
decision. Any merging of help sets will occur during development, not at
run time.

Everyone seems happy with this decision now that the ramifications are
properly understood.
