John,
I don't see it as an either/or choice both practical and techcomm skills
are a benefit.

If you have two writers with similar TW skills (degree or whatever) and
one has relevant engineering degree/experience etc then that will
probably swing it for them, everything else being equal.

If you have two writers with similar engineering skills and one has a
Masters/Certificate/whatever in TW then that will probably swing it.

As people have said, you don't need either but I'd see having both as a
distinct advantage. Ideally the 'technical' should come first (after
all, everybody can writer!) followed up by a TW qualification. And
after that, you just keep on learning as you migrate those skills to
different jobs, not to mention picking up new skills as you go.
