One possible solution (if you need to keep it cheap) is to waymark the
route each must take - like walks in forest parks here in the UK. 1 km
walk = red markers, 5 km walk = blue markers etc. Often these coincide,
at least for part of the way. You could try something similar, possibly
with icons instead of color as it's cheaper, to mark which steps need to
be performed by each type of user.
Where the sequence for a particular user ends you could provide a 'go
to' to take them to the next step that applies to them.
