Assuming you mean in Word, *always* use the keep-with-next attribute to prevent unwanted breaks between paragraphs. (For tables, make sure all the paragraphs in the row have the same keep-with-next setting.)

If you use a two-column table to achieve a scholar's margin, just set all the rows to "prevent breaks within" and put paragraps that must stay together in the same row.
