I will make a bold, potentially politically incorrect statement, and say
that your chances of finding a good technical writer improve if you
choose a native speaker; that is, the pool is bigger and the number of
good writers will be higher. However, that is not to say non-native
speakers are all necessarily bad technical writers in English, just that
the pool is smaller and the numbers will be smaller. In short, if you
want an English-language technical writer, your best bet is to look in
an English-speaking native population.

I am not saying all native speakers automatically qualify as proficient
writers in their mother (father) tongue. If you think I said that,
please re-read what I wrote.

I also said nothing about English-speaking "firms" being any "better"
than non-English-speaking firms. This is not a measure of how well any
particular company is run, I only discuss the odds of finding a good
technical writer.

Your question implies that American firms are good and Indian firms are
maybe good. My common sense tells me that that there can be "good" and
"bad"
companies in any country. There is no reason not having a bad American
TW
company and a good Indian one or vice versa. Native tongue and British
English probably have nothing (or very little) to do with the process.
Perhaps you mean that in India, there are different business practices
than
in the US. Even if someone on the list comes up with a positive or
negative
experience about working with an Indian company, I would avoid
generalizing
it to the entire country.
