In the popular (if somewhat inaccurate) metaphor, logic is left brain and creativity and inspiration right brain. In other words, my point is that they are two very different mental states. I didn't mention only debugging as part of the process. Peer review can be a very important part of the process, too.

Anybody can do it, but can they do it well? An adept editor or reviewer has saved more than one piece of writing or code.
