Did you try this?
-Select your graphic's anchored frame.
-In the special menu, choose Anchored frame.
-Select 'at insertion point' as the anchoring position.
You can then press ESC+M+P to move the frame around.
As for your second question, I'm assuming you've tried using a different
dpi. Are your images tiffs? If not, they should be.
