I can attest that COBRA *is* available to people who leave voluntarily.

AFAIK, the admin fee for COBRA is supposed to be only a couple of percentage
points of the monthly premium. I don't think I've ever paid more than $300/month
(total) for COBRA.

Anyone know if the rules vary by state?
