The Federal Depository Library System provides public access to government
publications, including unclassified military specifications. For a list of
Federal Depository Libraries by state or area code, go to:
http://www.access.gpo.gov/su_docs/locators/findlibs/index.html

For a MIL spec, you'll probably need a regional center, since not all
depository libraries collect all types of government documents.

PDF versions of many non-classified DoD specs and standards are also
available to the public through the Department of Defense's ASSIST Online
site: http://astimage.daps.dla.mil/quicksearch/
No account is required. Unfortunately, this particular spec (MIL-M-15071)
is marked as canceled and no PDF image is available online.
