My company uses this term as a "catch all" phrase to emphasize that there
are a set of rules or "best practices". Specifically, my company is in the
Network Security arena; Security Best Practice means that a company abides
by a total array of security policies (from Firewall policies to email
filters) and personnel (training, weekly reviews, etc.) creating the best
possible secure network.

Hope that helps.

:)
