Dear Mr. Madahavan,

Both the usages are correct. Only the underlying intention is different.

Please read along for more information:

*Start Date, Start Time, End Date, and End Time*

In this case , you are granting individual imporatance to each of the
entities involved. That means, you are dealing with Start Date, Start Time,
End Date and End Time individually. As an illustration:

Madhavan, Richa, Ajith and Simran went to a movie. Here, in this usage,
there is no indication as to what relation exists between any two members in
the four. There is no possibility that you can pair them up. So the *and* in
this case is used only as a *connector* and nothing beyond.

*Start Date and Start Time and End Date and End Time*

In this case, the *and*s can be interpreted in two ways:

1. Repeated usage of *and*s, can be deleted and made the same as in the
above case.

2. It can also be interpreted as follows: Please see the paranthesis
notation of the same example as above:

( (Madhavan, Richa) and (Ajith, Simran) ). If we have to write a detailed
sentence and expand this in verbal form, then it can be elaborated in the
way that - Madhavan and Richa along with Ajith and Simran went to a movie.
The *along with* can be replaced with *and* for simplicity.
