I don't know if there's anything similar across the pond but I came
across the following UK-based site promoting good user documentation:

www.userview.co.uk

Basically (growing all the time) it describes itself as 'the first
consumer guide to user-friendly instructions' . What it has are lots of
products (e.g. furniture, electrical etc) and lists suppliers PLUS the
user documentation - installation instructions etc. They claim all have
been tested and only those that 'pass' clarity. The idea is that, as
users can check out the instructions before buying, they will gravitate
towards easy to install/use products and hence promote better
documentation.
