our team uses a mifdoclet (javadoc that exports comments into a mif file).
Its fairly useful, though there are some bugs in the mif version: doesn't
scale tables correctly, doesn't include gifs, etc.

I also recommend "George" which generates framemaker files directly. George
is expensive, but very cool.
