One of the advantages of working in the advertising industry was that I had 
a traffic manager--who actually scheduled the process across all the 
stages.  Traffic managers assign work time frames, delivery and production 
deadlines, travel times, and then actively track the product through every 
stage. It was a pretty fair process.  And they negotiated/arbitrated any 
variances between depts/vendors and with the client.

What I've found without traffic management is that each input group 
schedules everyone else's work time frames on a shoestring and their own on 
a "if and when I get around to it" schedule.  I actually had one new 
business VP get an RFP on day one of fourteen days until due date, keep it 
for thirteen days, and give it to me at 4pm of day thirteen, because he was 
leaving a day early for a 4 day weekend to Cape May with his wife and 
didn't have time to consider it.

One solution might be to attach cash incentives for early deliveries and 
penalties for late deliveries--at maybe a percentage per day--across the 
board--including your piece?
