RE: Opinions Sought: Tool tips and What's This Help

I find tooltips helpful when I'm learning a new tool, but rarely have enough
time to really scroll through them. I find "What's This" help to be very
helpful when I need to know what a particular field is for. I don't use it
constantly, but when I do, I get frustrated if there is none or it's not
very helpful.


What's the general opinion on these strategies? Are they worth doing? Do
you, as a user, actually refer to either of these kinds of information?
I would imagine that "What's This" help is more applicable for neophyte
computer users, who aren't familiar with common GUI conventions. I,
personally, rarely refer to tool tips and never, ever use "What's This"
help.
