Well, it seems to me (hammer and nail) that the thing to do is
define the structure,
create an XML schema for it, then create a database repository
exposed as an html
inerface (web pages) that contains the content, with xml
input/output.
The sticking point will be the content, that's what everyone
will think about no matter
how much you talk about structure.
The way I would define the xml structure is not as an
abstraction, but rather use a small example of a document, a
style manual, that is structured the way you want, or think your
want. Then edit it and add xml tags around it, so people can see
the example. Then run one of those programs that reads the XML
and makes the DTD from it. I know those exist as free web-hosted
services. I'm not sure if a schema-producer exists, but I'll bet
it does.
Rather than waving our electronic arms and shouting about
hardness and whiteness, start with an example, work backwards to
the abstraction.
Then we create a publ;ic repository of style manuals that people
can use as a source and starting ppoint for their work.
I can host it, I might be able to allocate some programming
resources for it.
