Legal requirement for documentation in user's language? - continued

I should have mentioned that I'm looking into this subject from a
theoretical perspective - it has nothing to do with Oracle.
I'm looking into the subject as part of my MA in Technical Communication.
I'm considering looking at SImplified English as an alternative to
translation but this dissertation would be completely worthless if product
documentation has to be available in a user's language.
